Government Indentors are requested to note that buying at DGS&D R/C rates from the R/C holders, but outside the R/Cs i.e. without inspection by our Quality Assurance Directorates, does not amount to procurement through DGS&D Rate Contracts. DGS&D R/C stands for procurement of quality stores at economic rates. It is, therefore, not sufficient to purchase at R/C rates alone, without ensuring R/C quality. It may, infact, invite audit objection.In this connection, kindly note the following provision of G.F.R.(Rule-3 of Appendix-8):
" All articles whether manufactured in India or abroad shall be subject to inspection before acceptance and articles for which specifications and/or tests have been prescribed by the Competent Authority shall be required to conform to such specifications and/or to satisfy the prescribed test or tests which may be carried out during manufacture or before or after the despatch from the supplier's premises"
In view of the above, the Indentors of Central and State Governments are requested to make use of the professional Q.A. Services of DGS&D Quality Assurance Directorates for hassle-free procurements.
