regarding

Tenders are to be submitted

following two bid system i.e. it

will consist of two sealed covers.

One sealed cover marked Cover A -

Technical Bid Inscribed complete

tender number and date of tender

opening will contain technical bid

which will include the complete

tender document including the

complete documents, performance

statement and other evidences to

meet the tender criteria except

price portion and other commercial

terms like Excise Duty, Sales Tax

and discount etc. The second sealed

cover marked Cover B - Price Bid

will contain price and other

commercial terms like Sales Tax,

Excise Duty discount etc. These two

envelopes will be put in a outer

cover and sealed, and then put in

the tender box as usual. The outer

cover should duly bear the tender

number, name of the item and tender

opening date and time.

Only technical bid i.e. cover A

will be opened on the scheduled

date of tender opening. The price

bids of only such tenderers whose

offers are found to be technically

acceptable, would be opened at a

subsequent date, which will be

notified by the purchaser to the

firms concerned at a later date

NOTE: In case the main cover has

in it only one bid document as

against two covers as per the

prescribed procedure, the same

would be considered UNRESPONSIVE.

Such offers will not be

opened/considered for further

processing.

The tenderers are, therefore,

advised in their own interest to

submit the "techno-commercial bid"

excluding prices and the "price

bid" separately as stipulated in

the tender enquiry.

ANNEXURE

SAMPLE CLAUSE:-

1. Approved Samples-

1.1 In case where Supply Order (S.O.) stipulates samples to be approved by the

indentor before bulk manufacture, the supplier shall submit within 15 days of receipt

of S.O. three (3) identical sets of samples as per contract specification for

indentor's approval through the Inspecting Officer. Each set shall contain 3 Nos. of

sample each of item depicting indterminable parameters such as, Shade/tone (i.e.

light, medium, dark) size , make up, feel, finish and workmanship.

1.2 On receipt of samples the Inspecting Officer shall examine the samples for

size/dimensions, constructions (threads per dm, count of yarn, plies of yarn, strands

of yarn, weave) composition (where applicable) and mass (duly conditioned) to verify

if they are as per required specification and if found satisfactory shall forward the

same to the indentor for his approval in respect of indeterminable parameters.

1.3 In case indentor desires that the advance samples to be submitted before

placement of S.O. the supplier shall submit the sample as above direct to the

indentor and submission of samples through the Inspecting Officer will not be

necessary.

1.4 In case these paramters meet the requirement of indentor he shall label and

seal the samples with remakrs as "Approved" or "Not Approved". Indentor shall retain

one set of sample with him, forward one set to the Inspecting Officer concerned and

the balance one set to supplier for his guidance. Since approval of single sample

will not give adequate indication of variation in shade etc. approval of just one

sample in a set will not be accepted. It is therefore, necessary that at least two of

the three samples meet the approval of indentor to depict acceptable variation in

indeterminable paramters.

1.5 Samples approved as above shall be known as "Approved Samples".

1.6 In the event of indentor having a repeat order under the current R/C on the

same supplier, the samples approved in earlier S.O. can be adopted against the

subsequent S.O.

2.1 Failure to submit the sample by stipulated date or in the event of the sample

being rejected by Inspecting authority or by indentor, the S.O. shall be liable to

be cancelled.at the risk and expense of the contractor without any further reference

to the supplier.The purchaser shall also be entitled to take contractual

/adminiatrative and other remedial measures including short-closure of the rate

contract.

2.2 During manufacture/inspection of stores before despatch it shall be ensured

that none of the offered/accepted lot is lighter or darker when compared with

approved sample of light and dark shade respectively.

3. Representative Samples-

3.1 During the course of inspection, samples will be drawn for detailed examination

and tests as laid down in the specifications.The inspecting officer shall

simultaneously draw additional two samples similar to samples drawn for detailed

tests to be sent for each of consignees alongwith accepted lot. All these samples

should conform to the approved samples in respect of indeterminable parameters such

as shade/tone (i.e. light, medium, dark) size make up, feel, finish and workmanship.

3.2 These samples shall be known as "Representative Samples".

3.3 The representative samples shall be labeled and sealed by the inspecting

officer and forwarded to the consignees with the lot. The bale/packing in which

these samples are kept shall be clearly indicated in the inspection note for each

consignee.

3.4 Consignees will be guided by these samples to determine whether the same lot as

has been inspected and accepted by the inspecting officer has been despatched by the

supplier.

MARKING- As per Specification No-IS:2920-1979 with amendment No-1(Reaffirmed 1992)

First Revision. n addition year of manufacture shall also be marked.

NOTE- Stores shall also be marked with ISI certification Mark.

PACKING- Each Umbrella shall wrapped in a craft paper or in a suitable cover.

Sufficient Nos. of such umbrella shall be packed in a corrugated fibre board box,

double Walled, style 0620 of IS:6481/71(Reaffirmed 1996) conforming to IS:2771 (Part

1 ) -1990 (Second Revision) Reaffirmed 1995 with Amds.-2.The box shall also be lined

inside with paper packing water proofed. The boxes shall be closed on top with gum

paper tape 50 mm wide and shall finally be secured with tape hoops of suitable

material both in length and width direction. The taper end of the umbrella Tube shall

be fitted with rubber or any other suitable material plug so as to avoid damage

during transist.

Umbrella with Ni Cr Plated Steel Tube of 10 mm Out Side Dia.,

Specification :

1. Umbrella including shape and design of handle shall conform to IS:2920-1979 with

amendment No-1(Reaffirmed 1992) First Revision.

2. New Ball tipped Steel Ribs 635 mm long shall conform to IS:2917-1981 first

Revision, Reaffirmed 1991.

3. Nickel and Chromium plated Umbrella Tubes and Handles of plastic or any other

suitable material shall conform to IS:2918-1979, amds.-1, (Reaffirmed 1991) First

Revision.

4. Umbrella fittings shall conform to IS:2919-1979 amds.-1,(Reaffirmed 1991) first

Revision

5 i)Cotton Black Umbrella Cloth Water Proofed (for Umbrellas with frame covered with

Cotton Umbrella Cloth) shall conform to V.No.-4 of IS:2457-1979 amds.-1(Reaffirmed

1998) First Revision.

ii)Cotton sewing thread shall conform to V.No.-31 of IS:1720-1978.( Second

Revision)Reaffirmed 1997.

6.i)Nylon Cloth dyed Black Water Repellent(For Umbrellas covered with Water

Repellent Black Nylon Cloth) shall conform to IS;11054-84(Reaffirmed 1997) with the

following-

a) Weight per square meter of nylon cloth dyed black water repellent shall be

80gms(+5%/-5%).

b) Water repellancy shall be as IS:392-1989 Third Revision with requirementsas

under-

Penetration-2ml max.

Absorption-30% max.

ii)Nylon Black Sewing Thread shall conform to V.No.L-1 of IS:4229-1992 amds.-1,

(Second Revision), Reaffirmed 1997.
