ANNEXURE - I

TECHNICAL SPECIFICATION FOR TRICYCLE GARBAGE COLLECTOR

 

  1. Scope:

The tricycle garbage collector is a foot pedaling type tricycle with an FRP container and lid (reinforced with mild steel angels/flats mounted on it, with a suitable tipping mechanism for the container for collection and dumping of garbage in a ready to use condition.

 

            The Tri cycle garbage collector consists of:

 

a.       Tricycle assembly

b.      Angular chassis and Garbage container/bin with two piece hinged lid and tipping mechanism

 

  1. Tri cycle Assembly:

It shall consist of the following:

 

                                       I.      Mild steel tubular frame – 1 set

The mild steel tubular frame shall be made from tube of size 28.6/1.63 mm conforming to IS: 2039/1991

                                     II.      Rim with hub, freewheel, spokes, rubber tube and tyre – 3 sets

The rims shall be Type A size 28 X 1 ½ conforming to IS: 624/1991 and the tyres shall be (28 X 1 ½) (New marking 40 – 635) heavy duty type conforming to IS: 2414/1991 and tubes to IS: 2415/1992.

                                    III.      M.S. axle 25 mm nominal dia rod suitably machined at ends for fitting the rear wheels – 1 No.

                                  IV.      Sprockets for pedal end and drive end, pedal, chain etc. – 1 Set The cranks and chain wheel shall be as per IS: 1281/1996. The chain shall confirm to designation 083-1 of IS:2403/1991

                                    V.      Handle bar and fork assembly – 1 set the Handle Bar shall conform to IS: 625/1993 and the size shall be not less than 410 mm between the two Handle grips. The front forks shall be as per IS:2061/1995

                                  VI.      Breaking system – 1 set.

The breaking system shall be efficient. The front wheel brake lever may be alongside the handle bar. The independent rear wheels brake shall be through heavy guage mechanical levers operated either by hand or foot.

                                 VII.      Height adjustable seat (Long) – 1 No

The seat shall be properly built so as to provide maximum comfort to the person driving the tricycle.

                               VIII.      Mudguards with steel stay – 3 Nos

All the three wheels shall be provided with mudguards of adequate dimension and also shall have steel stays on both sides.

                                   IX.      Suspension (Spring system) for two rear wheels – 2 Nos

This shall be fabricated from M.S. plate of adequate thickness and as illustrated in the enclosed sketch.

                                    X.      Lock – 1 No

A cycle lock conforming to IS:6799/1987 or any other suitable locking arrangement shall be provided on any one of the rear wheels to prevent the movement of the tricycle when not in use.

 

 

                                   XI.      Accessories:

a.       Bell – 1 No

b.      Red reflectors on each mudguard at the rear – 2 Nos

An illustrative sketch is attached for the purpose of general guidance. The tricycle shall be complete with all the necessary components, ready for use in all respects and shall be mechanically strong and sturdy for safely carrying approximately 150 kg. garbage load and the cyclist. Various items/parts of the tricycle and its parts shall conform to the requirements of IS:8088/1976 wherever applicable. Only reputed make of components/parts are to be used in the assembly of the tricycle and the make shall be got approved during the first prototype inspection of the tricycle garbage collector.

 

  1. Angle iron chassis with container:

 

This is fabricated from angle iron, flats and bars and bears the load of approx., 150 Kg. garbage. The FRP bin will have approx. dimension of 1.25 meter length X 0.75 meter width X 0.60 meter height giving a volumetric capacity of approx. 560 liters.  The thickness of the FRP shall not be less than 5 mm. All the bottom corners and vertical corners shall be reinforced with angle iron of 35 X 35 X 3 mm and the top edges shall be reinforced with M.S. flat of size 25 X 3 mm. In between the angle iron/flat reinforcements the bin shall have adequate number 25 X 3 mm flats provided additionally as reinforcement. The rear side of the bin will be a separate piece made approximately 30 degrees inclined downwards and is openable downwards and hinged at the bottom with proper latch at top to keep the same closed Refer attached sketch.

 

The lid of the bin shall be in two pieces hinged to a M.S. Flat of 25 X 3 mm provided at the middle, across the length of the bin.  Both lids also shall be adequately reinforced on edges and one M.S. flat of 25 X 3 mm provided across the length.  Either half of the lid can be kept open closed independent of the other.  Both halves shall have proper latches to keep the same closed when necessary.

 

The above bin shall be mounted on the tricycle by bolts and nuts of adequate size and through an axle and brass bush (for the purpose of tripping) to the load suspension spring at two sides in the rear and also shall have proper support at the front of bin near the seat.  A mechanical locking system at the front of the bin near the seat shall also be provided. The bin shall have mechanical tipping system by spring/ lever mechanism or any other suitable arrangement to an angle of 45 degrees when the bin locking latch near the seat is released and the garbage can be dumped. The bin will be manually brought down to the normal position and again mechanically locked at the front. The bin tipping shall have a mechanical stop to prevent it from tilting beyond the stipulated 45°. The stability factor at the max. angle of tipping/unloading shall not be less than 1.25

 

The bin in its normal horizontal position shall be at a convenient height so that garbage can be dumped inside without much effort of lifting and bin floor shall preferably be not more than 0.60 meter. The mounting arrangement shall be suitably designed so that the front wheel of the tricycle shall not lift from the ground (without the cyclist mounted) when the bin is loaded to the full load capacity or while tipping unloading. The inner and outer surfaces of the FRP bin shall be of adequate smooth finish and the edges shall be rounded avoiding any sharp edges.

 

 

 

 

 

 

  1. Finish:

 

The frame of tricycle and mudguards, other exposed mild steel components of chassis shall be thoroughly cleaned by suitable means to remove rust, scale and oily substances. These shall be then chemically rust proofed and stove enameled, spray painted or otherwise finished to give a glossy finish. The colour shall be black/dark green or any other shade as agreed between purchaser and supplier.

 

All the metallic parts other than those painted as mentioned above shall have a smooth finish and shall be plated chromium over nickel in accordance with grade No. 3 of IS: 1068/1993

 

  1. Tests:

 

Each tricycle garbage collector shall be subjected to Road test, maneuverability, stability and Brake test.

 

  1. Marking:

 

The tricycle garbage collector shall be marked by embossing or legibly stenciling or by a name plate firmly screwed/riveted to the bin with the following:-

 

                                             I.      Name of manufacturer or recognized trade mark

                                           II.      Volumetric capacity of the bin

                                          III.      Name of user department

                                        IV.      Month and year of manufacture

 

NOTE:

 

1.        The contractor shall submit for approval one prototype tricycle garbage collector to  the Inspection agency – Director of Quality Assurance, DGS&D, of the area – before going for bulk manufacture of the item.

 

2.            Manufacture’s Certificates for Frame, Rims, Front Fork and handle bars shall be submitted to DQA concerned at the time of inspection. They shall be preferably with BIS mark.

 

 

 

 

 

 

 

 

 

 

 

 

SCHEDULE  - “B”

 

The following amendments are made in the provisions of Form DGS&D-1001:

 

 

A.

The  existing  Para 2.2 of DGS&D-1001 will now read as under :-

 

 

2.2

This Rate Contract will be operated by the Indentors of the  Central Govt.   to be called as the Direct Demanding Officers (DDOs.) in addition to the Officers                                                        of the DGS&D.  There will not be a separate list of DDOs specifying particulars / Ministry / Department of an Indentor of the Central Govt. as a DDO for operating DGS&D Rate             Contracts.  It would be sufficient if the supply order placed by any Central Govt. Ministry, Department or the office of the Central Govt. contain an Undertaking to the effect that the authority placing the supply order is a Central Govt. Department / Office.

 

 

B.

Add the following after clause 3. 1. as Clause 3.1.1.

The Supply order placed by the DDOs in DGS&D Form No.131 may also Include an indication with regard to the availability of funds and also carry the following Financial Certificate :-

 

                   I Certify that :-

 

a)      Consolidated Fund of India.

b)      We The expenditure involved for this purchase has received the Sanction of the Competent Financial Authority.

c)      The funds are available under the proper Head in the sanctioned

       Budget Allotment for the year ……………………… and are a Central Government Department drawing Funds from the       ;

d)      I have been fully authorized by the Department to sign the Supply

      Order and incur the liability in respect of the stores being ordered.

Placement of indents by the Department other than the Central Government Departments will be with pre-deposit of requisite funds by Demand Draft or Crossed cheque drawn on the Reserve Bank of India/State Bank of India duly marked “on Government Account only” in favour of  the Deputy Controller of Accounts, Department of Commerce (Supply Division), Chennai.

Clause – 24  :   REVOCATION/CANCELLATION OF RATE CONTRACT :-

Since the R/C is a standing offer and is merely a document embodying various terms of the standing offer made by the contractor for acceptance by the Purchaser either party viz. R/C holder  /Purchaser can legally revoke /cancel the Rate Contract at any time during the currency of the Rate Contract giving a notice of 45 days.  The revocation of Rate Contract on the part of the R/C holder shall take effect 45 days from the date of communication of revocation is received by the purchaser.  The cancellation of the Rate Contract by the Purchaser shall take effect 45 days from the date of issue of letter notifying the short closure.
