            You are hereby informed that your above referred tender read with subsequent letters mentioned above for the stores specified in the Schedules annexed has been accepted. This Rate Contract will be governed by the terms and conditions brought in the Form No.DGS&D-1001 available from DGS&D sales counters on payment of Rs.50/-. The Rate Contract and the Schedules annexed hereto shall be the sole repository of this Rate Contract/Transaction.

TECHNICAL PARTICULARS FOR CFL FITTINGS

Schedule – I

CFL Fittings Ceiling suspension Type or Wall Mounted Type

Specification:

Compact Fluorescent Lamp Tube Fittings, ceiling suspension type or wall mounted type, complete with ballast, lamp holders, prismatic or plain glare free diffuser, and capacitor, duly wired for  use on 240Volts single phase 50 Hz AC supply, but without CFL tube and suspension rods.  The fittings shall be made from CRCA MS Sheet of 0.5mm nominal thickness and shall  conform to IS:10322(Part 1&2)/82, (Part 3&4)/84 and IS:10322 (Part5/Sec.1)/85 with Amdt. No.1, protection IP-20, without photometric tests requirement. The fittings shall be suitable for CFL lamp tubes with built in starters and conforming to IS Specifications.

Decorative Compact Fluorescent Tube Light (CFL) fittings Wide Spread

(Bat Wing Type)

Specifications:

Decorative compact fluorescent tube light (CFL) fittings Wide spread (Bat Wing Type) type complete with ballast, lamp holders, capacitor and duly wired ready for use on 240 Volts AC Single Phase 50 Hz  but without CFL lamp. Main housing shall be fabricated out of 0.5mm thick MS CRCA sheet steel sturdily built without any sagging. Lamellac louvers shall be of anodized aluminium. The fittings shall be properly de-rusted and phosphatised and finished with stove enamelled paint in grey or white or cream or brown colour outside and white inside. The reflector shall be made from 0.4mm thick aluminium sheet brightened and anodized and of high optical efficiency. The fittings shall conform to IS:10322 (Par 1 to 4) and IS:10322 (Part 5 Sec.1 with amdt. No.1/Sec.2 with amdt. No.1), with degree of protection IP-20. The fittings shall be suitable for CFL lamp tubes built in starters and conforming to IS/IEC specifications. The photometric efficiency shall not be less than 75%. The tenderers shall furnish the photometric test report from NPL or any Govt or independent NABL approved laboratory with detailed drawing duly certified by laboratory.     The method of photometric tests shall be in accordance with IS:13383. The tenderers shall furnish the following data for each item quoted.

SCHEDULE – III

Compact Fluorescent Lamp (CFL) Street Light Fittings

Specifications:

Compact Fluorescent Lamp (CFL) Street Light Fittings complete with ballast, transparent cover made out of 2mm thick acrylic sheet, gear cum reflector tray, canopy, capacitor, and lamp holder duly wired for use on 240 Volt AC single phase 50 Hz but without CFL lamp. Gear cum reflector tray and canopy shall be made of Aluminium sheet,. Minimum nominal sheet thickness of Al sheet shall be of 1.00mm. The fittings shall be suitable for CFL lamp tubes with built in starters and conforming to IS/IEC specifications. Fittings shall be suitable for mounting up to a height of 8 meters and shall be able to withstand wing load test. It shall conform to class 1 of IS:10322 (Part 5/Sec.3)/87 with amdt. 1 and IP-53 protection with photometric test requirement with luminous efficiency not less than 65%. The tenderers shall furnish the performance data as detailed in clause No.12.3 of IS:10322 (Part 5/Sec.3)/87 along with photometric test report from NPL or an independent NABL approved Govt. laboratory with detailed drawing duly certified by the laboratory.

 

SCHEDUDLE – IV(ACCESSORIES)

Ballast copper wire wound for Compact fluorescent Lamp (CFL) and conforming to IS:1534 (Part-1/77) with amdt. No.1 to 4 suitable for use on 240Volts, 50 Hz. single phase AC supply and of the following ratings.

            Temperature rise of ballast shall be 50 degree C above the ambient under normal conditions. Minimum pre-heating current shall be 153mA at 90% of the rated voltage and maximum 240mA at 110% of the rated voltage and the same shall be measured by short circuit method or equivalent resistance method (160 Ohms). 

General Technical requirement for the stores:

  1. Different component of fittings shall conform to IS specification as noted below:

i.                     Ballasts copper wound used in the fittings shall be polyester  filled  or vacuum impregnated type only and  shall conform to IS:1534 (Pt.1/77) with amendment no.1 to 4 with the additional requirements of lower power loss as per Schedule VI.

ii.                   Lamp holder to IS:3323/80 with amendment  no. 1 to the extant possible / applicable.

iii.                  Capacitors to IS:1569/76 amendment no. 1

iv.                 PVC Cables to IS: 694/90 with amendment no. 1 & 2.

  1. Surface of CRCA Steel and aluminium sheets used shall be properly phosphatised and stove enamelled white on the reflector side, tray side and other surface stove enamelled grey.
  2. The tolerance on the thickness of CRCA sheet shall be as per IS:513/1994 with amdt No.1.
  3. The street light fittings shall be required with socket bore of 30mm or 40mm or 50mm for side entry/tope entry type fittings. The socket bore, however, will be specified by the indentors at the time of placement of supply order.
  4. All wire leads to be adequately covered with sleeves for protection against accidental contacts.
  5. All hardwire parts used should be Zinc coated or nickel/chromium plated so as to be corrosion resistant.
  6. Capacitors rating should be sufficient to improve power factor 0.85 lag minimum. The capacitors shall be used in parallel only. Lead and lag circuit is not permitted.
  7. Fittings shall be wired as per clause 19.2 of IS:10322 (Part.2)/1982.
  8. The supplier shall be required to furnish complete and satisfactory type test certificates with authenticated drawings issued from any govt. or independent NABL approved laboratory at the time of inspection.
  9. The method of photometric tests shall be in accordance with IS:13383.
  10. The translucent acrylic sheet shall be of 2mm thick with transmission factor of  67% minimum and shall be guaranteed for non-yellowing quality of acrylic sheet for three years. The tolerance in thickness shall be as per IS:7569/1987. Polyester and louvers shall be guaranteed for non-yellowing quality for three years by the  firm.
  11. The inspection procedure shall be as under.

            In the event of supplying complete fittings with ballast of other make, firm will procure ballast from approved sources, under a sublet order so that only inspected and stamped ballast at sources are used in the fittings.

6.         Terms of delivery: F.O.R. Station of despatch.

7.         Excise Duty : Presently not applicable.

8.         Sales Tax     : Extra as applicable at the time of supply. The present rate of CST is  @4% against Form C/D otherwise @ 10%. LST is @8%.

9.         Delivery Period : Supply will be made within 8 to 12 weeks from the date of receipt of technically and commercially clear supply order.

10.       Annual Turnover/Monetary Limit : Rs.10 lakh for single supply order.
