               You are hereby informed that your above referred tender read with subsequent letter   for the stores specified in the schedule annexed has been accepted.  This rate contract will be governed by the terms and conditions brought in the form No. DGS&D-1001 amended to date.  The rate contract and the schedule annexed here to shall be the sole repository of this rate contract/transaction.

               Form DGS&D-1001 IS available from DGS&D, New Delhi sale counter and its regional offices of Mumbai/Kolkata/Chennai on payment of Rs. 50/- Therefore R/C holder are required to purchaser the same for guidance and ready reference.

                Please acknowledge receipt of this rate contract within 10 days from the date of receipt of DGS&D-98 (ENCLOSED).

SCHEDULE – B

 (SPECIAL CONDITIONS OF THE CONTRACT)

 

This Rate Contract & Supply orders placed  against the Rate Contract govern by the general conditions of the contract as contained in form No. DGS&D 68(Revised), & DGS&D 69 “Instruction to Tenderers” quoting against Tender Enquiries issued by the DGS&D contained in form No. DGS&D 230, DGS&D 239 and DGS&D 1001 amended upto date.

 

GUARANTEE/ WARRANTY CLAUSE :

 

a> Solar Lantern, Solar Home Lighting System & Solar Street Lighting    System(Incl.Battery) : 24 months of date of delivery/installation, whichever is later.

b> PV Module: 10 yrs.(min.) from date of delivery/installation, whichever is later.

 

PAYMENT TERMS:

 

1.     90% on proof of inspection and receipt by consignee and balance 10% after taking over of   the machine and on submission of BH for 10% value of the contract covering entire warranty/guarantee period.

2.      Installation , Commissioning & Training will be carried out free of cost.

3.      Machine will be delivered free at consignee’s end including freight, forwarding under DGS&D standard transit insurance clause. The purchaser will not pay separately for the insurance charges and it will be contractor’s  responsibility for the safe arrival of goods in full and good condition.

4.      All the items shall be as per latest MNES specification and tenderer shall posses satisfactory test certificate issued by solar energy centre or any other approved testing centre by MNES.  The certificate shall be submitted along with the offer.

5.      CFL shall be of 4 pin type.                                                           

6.      The supplier shall also provide free training to the local custodians of installations for smooth and trouble-free operation of unit.

7.      Thickness of Battery Box for Home Light system shall be minimum SWG(make of MS Sheet) and for Street Lighting system shall be Min. 18 SWG *make of MS Sheet)

8.      For Street Lighting system, PV module alongwith the structure shall be provided with provision for fixing on a pole consisting of two portion, lower portion 76 dai and top portion 60mm dai with wall thickness of 3.65mm (GI medium with tilting arrangement.  The pole shall have suitable arrangement for  grouting (details shall be furnished by the tenderers in their offers) and length of the pole above ground shall not be less than 4.0 meters.

9.      The firm’s shall have solar cell tester, jig for alignment/assembly of solar cells, soldering facility for electronic components and solar cells, vacuum laminator, drying oven etc. for manufacturing PV module.

10.    They shall have testing facility to check the power output of PV modular, calibrated modules with set up for measuring sun intensity, voltmeter, ammeter, D.C. power supplies, multimeter, loading facility for charge controller, H.V. & I.R. tester etc.

General Technical requirement for TE:

                         SPECIFICATION FOR SOLAR PHOTOVOLATIC SYSTEM

                        (MNES 2002-2003 SPV PROGRAMME)  SOLAR LANTERN

 

1.                  DEFINITION:

 

A Solar Photovoltaic Lantern is a lighting system consisting of lamp, battery

and electronics   all  placed  in  a  suitable  housing, made of metal, plastic or

fiber glass and a  PV module.   The battery is advice  charged  by electricity

generated  through  the  PV  module.  The  lantern  is  basically  a  portable

lighting  device  suitable  for  indoor  or outdoor  lighting covering a full range

of 360 degrees.  A  lighting device  which  provides  only  unidirectional

lighting  will  not  be  classified  as  a  lantern  in  the  present  context.

 

I I         Duty Cycles:

 

             The solar lantern should provide a minimum of three hours of lighting per day

under average daily solar radiation conditions of 5 Kws/Sq.m. on a horizontal

 surface.  The actual duration   of lighting may be vary depending on the location,

seasons etc.

 III.

IV.                        LAMP (FOR BOTH 12V & 6 V):

(i)                  The lamp will be of compact fluorescent (CFL) type with a rating of either 5W or 7W.

 

(ii)                For 4 pin type CFLs, a suitable preheating circuit must be provided.

 

(iii)               The lamp should preferably be mounted in a base up configuration.

 

(iv)              The light output should be 230+/-5% lumen for a 5W lamp and 370 +/-5% lumen

V.                           Battery:

For 12 V Models.

(i)                  The battery will be sealed maintenance free lead acid type.

(ii)                The capacity of the battery will be a minimum of 7.0 AH at 12V at C/2o discharge rate 

            at 20C.

(iii)               Eighty percent of the rated battery capacity should be between the low voltage and high

Voltage cut/off points.

 

For 6V Models:

(i)                  Split proof, positive tubular plate, flooded electrolyte type lead acid  battery.

(ii)                The capacity of the  battery will be a minimum of 14 AH at 6 V at discharge rate at 20C

(iii)               Eighty percent of the rated battery capacity should be between the low voltage and

            high voltage cut off points.

 

VI.                        ELECTRONICS’

(i)                  The inverter will be of quasi sine wave/sine wave type with a creast factor  less

Than 1.7 and the frequency in the range of 20-35 KHz Half-wave operation

 is not acceptable.

(ii)                The overall efficiency of the control electronics should be at least 80%

(iii)               No blackening or reduction to the lumen output by more than 10% should be observed

After 1000  ON/OFF cycles (two minutes ON and four minute OFF  is one cycle).

 

(iv)              The idle current (i,e, the current consumed when lamp is switched OFF and no

Charging is in progress) should not be more than 1 ma.

(v)                The PCB containing the electronics should be capable of solder free installation

And placement.

(vi)              Electronics should operate at 12V or 6V (depending upon the model) and

Should have temperature compensation for proper charging of the battery through out the year.

VII,       PV MOODULE;

(i)                  The wattage range of the PV modules  as given against each Models should be at 16.40

Volts for 12 V Models (8.7  Volts for 6 V Models) under standard rest conditions

(STC),  The open circuit voltage of the PV models) under .STC should be at least 21 O Volts

for 12 V Models 11.0 Volts for 6V Models).

(ii)                The module should preferably have an arrangement(stand) for mouting

 at the optimum angle in the direction facing the sun.

(iii)      In case of thin film solar cell modules, the specified values refer to the

          

.

 

Power output after the initial  degradation.

The terminal box on the module should have a provision for opening for replacing the cable it required.

(iv)                 A strip containing the following details should be laminated inside the module so as to be clearly visible from the front side:

a)      Name of the Manufacturer or distinctive Logo.

b)      Model or Type No.

c)      Serial No.

(viii)             ELECTRONIC PROTECTIONS:

    

 (i)        Adequate protection is to be incorporated under no load conditions (e.g. when the lamkp is removed and the lanten is switched ON).

 (ii)       Battery cut offs & reconnects should be provided to protect it against overcharge and deep discharge conditions.

(iii)                 A fuse should be provided to protect against short circuit conditions.

(iv)                       A blocking diode, preferably a Schottky diode should be provided as part of the lantern  electronics to prevent reverse flow of current through the PV module in case such a diode is not provided with module itself.

(v)                         Full protection against open circuit, accidental short circuit and reverse polarity should be provided.

IX.                  OTHER FEATURES :

(i)                     The lantern should be provided with 2 LED indicators, a green light to indicate charging in progress and a red LED to indicate deep discharge condition of the battery. The green LED should glow when the battery is actually being charged.

(ii)                    A good reliable switch suitable for DC use is to be provided on the lantern. A cable at least 5 meters long should be provided for inter-connection between the module and the lantern.

(iii)                  The following details should be marked indelibly on the lantern:

(a)    Name of the Manufacturer or Distinctive Logo.

(b)    Model Number  (this refers to Models indicated below.)

(c)    Serial Number.
