                      You are hereby informed that your above referred tender read with subsequent letter mentioned above for the stores specified in the schedules annexed has been accepted.  This rate contract will be governed by the terms and conditions brought in the Form No.DGS&D-1001 which is available from DGS&D sales counters  on payment of Rs.50/-.  The Rate Contract and the Schedules annexed hereto shall be the sole repository of this rate contract/transaction.

SCHEDULE – IV:  ELECTRONIC BALLAST

Specification:    Electronic ballast confirming to IS- 13021 (Part 1: 1991 with amendment No. 1 and IS: 13021: Part 2: 1991 with amendment No. 1 & 2).  The electronic ballast shall be suitable for tubular fluorescent lamps confirming to IS: 2418 Part 1: 1997 with amendment 1 to 3 IS: 2418: part 2: 1977 with amendment No. 1and IS: 2418 Part 4 / 1977.  The ballast shall be suitable for assembly on fittings and shall be complete with suitable length of wire for making connection.

TENDERERS TO NOTE: The ballast shall satisfy at rated voltage all performance requirements shall work satisfactorily in the input voltage range of 150 Volt to 270 Volt and shall comply with additional requirement as noted below.

TYPE TEST: The ballast when used along with the lamp shall satisfy the following requirements of type test:

a.        The total power consumption by the electronic ballast along with the lamps of rating 20W and 40W shall not exceed 20W and 40W respectively and measured by true RMS power meter and the power factor shall not be less than 0.90. 

b.        The lumen output of standard fluorescent tubular lamps of 36W and 40W rating when operated with the electronic ballast at rated input voltage should not be less than 90% of the value obtained when operated with electro- magnetic ballast.

c.        Electro magnetic interference caused by the electronic ballast should not exceed the limit prescribed in BN: 55015/IS: 6842-1997 for radiated interferences.

d.        Electronic ballast shall comply with the main terminal interference voltage limit given in table 21 A of IS: 6842-1997 (see para 10.5.4.4 and 10.5..5 of ISS).

e.        The open circuit voltage should be cut off within 30 seconds to ensure safety. 

f.         Endurance test with to shall be 55 degree C.

g.        The ballast shall meet the limit for current distortion as per table 1 of IS: 13021: part 2: 1991 with amendment No. 1 & 2.

h.       All other tests as per IS: 13021: Part 1: 1991 with amendment No. 1 and IS: 13021: Part 2: 19191 with amendment No. 1& 2.

           ACCETANCE TEST:

            The ballast shall subject to the following acceptance test during pre            despatch inspection test.  Sampling plan for acceptance test           shall be as given         in table 10 under column (N1+N2) of IS: 1534: Part: 1977    with amendment         No. 1 to 4.

i          Marking as per IS: 13021 Part 1 : 1991 with amendment No. 1.

ii         Moisture resistance and insulation resistance test as per IS:13021: Part 1: 1991       with amendment No. 1

iii         Protector against electric shocks as per IS: 13021: part 1 : 1991 with          amendment No. 1.

iv        Electric strength as per IS: 13021: part 1: 1991 with amendment No. 1.

v.                Circuit starting conditions as per IS: 13021: Part 2: 1991 with amendment         No. 1& 2.

vi.               Circuit power factor as per IS: 13021: part 2: 1991 with amendment No. 1 & 2.

vii.             Operating conditions as per IS: 13021: Part 2: 1991 with amendment No. 1& 2.

viii.            Supply current as per IS: 13021 part 2: 1991 with amendment No. 1& 2.

ix.               Operational test for abnormal conditions as IS: 13021: Part 2: 1991 with amendment No. 1& 2.

x.                Volts 45 degree C for 4 hours.  The ballast shall continue to perform satisfactorily after the rest.

(2) “General Technical requirement for TE:

General Notes:

  1. Different component of fittings shall conform to IS Specification as noted below.

i.                   Electronic Ballast (EB) to IS: 13021 part 1:1991 with amendment no.1, IS: 13021: part 2:1991 with amendment no.1 and 2 and additional requirement as per the specification laid down for items under SH VII.

ii.                 Starter to IS:2215/84 with amendment no. 1 & 2

iii.                Bi-pin lamp holders to IS: 3323/80 with amendment No. 1.

iv.                Starter holder to IS: 3324/82

v.                 Capacitor to IS: 1569/76 amendment No.1.

vi.                PVC cable to IS: 694/90 with amendment No. 1& 2.

  1.               Surface of CRCA steel and aluminium sheets used shall be properly phosphatised and stove enamelled white on the reflector side, tray side and other surface stove enamelled grey.
  2. The tolerance on the thickness of CRCA Sheets shall be as per IS: 513/1994 with amendment No. 1.
  3. The street light fitting shall be required with socket bore of 30mm or 40mm or 50mm for side entry, top entry type fittings.  The socket bore, however, will be specified by the indentors at the of placement of supply order.
  4. All wire leads to be adequately  covered with sleeves  for protection against accidental contract.
  5. All hardware parts used should be zinc coated or nickel/chromium platted so as to be corrosion resistant.

  1. Tenderers shall declare the names of manufacturers, their brand names and addresses for accessories which shall be approved make.  They should furnish details of construction of square/prismatic louvers
  2. The tendering firms should furnish catalogues, detailed dimensional drawing for the items quoted by them along with their quotation.
  3. capacitors rating should be sufficient to improve power factor to 0.90 lag minimum.  Capacity in micro  farad and voltage rating should be stated in offers.  The capacitors shall be used in parallel only.  Lead and lag circuit is not permitted.
  4. Fitting shall be wired with multi stranded copper wire terminating on suitable connectors.  The wiring shall be properly clamped.                                                                                              
  5. The tenderers shall furnish complete and satisfactory type test to the Director (QA) concerned  at the time of inspection.  TTC shall be from approved lab. list of the approved labs is enclosed. Samples type tested shall also be retain  by the firm duly sealed by the testing lab. for reference.  The TTC for EB shall be complete with circuit diagram, component layout diagram and graphs.    
  6. The method of photometric tests shall be in accordance with IS: 13383.
  7. The transculent acrylic sheet shall be 3mm thick with transmission factor of 67% minimum and shall be guaranteed for non yellowing quality of acrylic sheet for three years.  The tolerance in thickness shall be as per 7569 /1987 polyester and louvers shall be guaranteed for non yellowing quality for three years by the firm.
  8. The inspection procedure shall be as under revised sampling plan to suppression to the sampling plan in IS: 1534 (Part 1/1977) with amendment No. 1 to 4.

       in the event of supplying complete fittings with ballast of other make, firm will procure ballast from approved sources under a sublet order so that only inspected and stamped  ballast at sources are used in the fittings.”

     6.   TERMS OF DELIVERY::       F.O.R. Delhi/ New Delhi.  Free delivery to

                                                      consignee in the Municipal limit where pre-

                                                      inspected stores are maintained. 

  1. EXCISE DUTY:         Excise Duty will charged extra as applicable at the

Time of supply. The present rate of Excise                        Duty is  as  below::-

On clearance from one to any amount @ 16% basic excise duty.

  1. SALES TAX: ::           Sales tax will be charged extra as applicable at the

   Time of despatch.  The current rate is                 

(a)   Delhi Sales Tax …….8%.

(b)   CST @ 4%  payable on all interstate transactions

Against form C/D Otherwise 10%.

 

9         Delivery Period::         Within 16 to 18 Weeks from the date of receipt of 

                                             Commercially complete order.

INSTRUCTION TO THE FIRM::

 

   ii) That before entertaining any supply order placed by a DDO against the   subject R/C. DDO has to furnish the following certificate to the firm      :-

                       a) They are Central Govt Department drawing funds from Consolidated Fund of India.

                  b) The expenditure involved for the purchase has received the sanction of the competent authority

.                  c)  The funds are available under the proper head in the sanctioned budget allotment   for the year……..

                       They have been fully authorised by the department concerned to sign the supply order and incur the liability in respect of the stores being ordered.    

                  You are, therefore, informed that the certificate as per above requirement may be  obtained  from the DDO before entertaining any supply order
