You are hereby informed that your above referred tender read with subsequent letter mentioned above for the stores specified in the schedules annexed has been accepted. This rate contract will be governed by the terms and conditions brought in the Form No.DGS&D-1001 which is available from DGS&D sales counters on payment of Rs.50/-. The Rate Contract and the Schedules annexed hereto shall be the sole repository of this rate contract/transaction.

SCHEDULE-II : FLUORESCENT STREET LIGHT FITTINGS WITH
ELECTRONIC BALLAST
Specification :- ISI
marked Fluorescent Street Light Fittings complete with electronic
Ballast, transparent colour made out of 3mm thick acrylic sheet,
gear-cum-reflector tray, canopy, capacitor, starter, starter holder and lamp
holder duly wired for use on 240 Volt
AC single phase 50 Hz but without fluorescent lamp. Canopy shall be made of aluminium sheet 1.25mm thick minimum. Gear cum reflector tray (GCRT) shall be made
of either CRCA sheet of 0.8mm thick of aluminium sheet of 1.25mm thick. Fitting shall be suitable for mounting up to
a height of 15 meter and shall be able to withstand wind load test. It shall confirm to class 1 of IS-10321
(part 5 section 3)/87 with amendment No. 1 and IP 53 protection with photo
metric test requirement with luminous efficiency not less than 0.5%. The tenderers shall furnish the performance
date as detailed in clause No. 12.3 of IS-10322 (Part 5 Sec. 3)/87 along with photo metric test report from NPL or an independent NABL approved government
laboratory with detailed drawing duly certified by the laboratory.

SCHEDULE – III DECORATIVE
FLUORESCENT TULELIGHT FITTINGS WIDE SPREAD ( BAT WING TYPE) WITH ELECTRONIC
BALLAST.
SPECIFICATION:
Decorative Fluorescent Tube light Fittings wide spread (Bat wing type)
type complete with ballast, starter, starter holder, rotor lamp holder,
capacitor and duly wired ready for use on 240 Volt AC single phase 50Hz but
without fluorescent lamp. Main housing
shall be fabricated out of 0.5mm thick MS CRCA sheet steel sturdily built
without any sagging. Lamellac louvers shall be anodized aluminium. The fitting shall be de-rusted and
phosphatised and finished with stove enamel paint in grey or cream or brown
colour outside and white inside. The
reflector shall be made from 0.4mm thick aluminium sheet brightened and
pre-anodised and of high optical efficiency.
The fitting shall confirm to IS – 10322 (Part 1 to 4) and IS – 10321
(Part 5/Sec 1 with amendment No. 1/Sec 2 with amendment No. 1) with degree of
protection IP-30. The photo metric
efficiency shall not be less than 75%.
The tenderer shall furnish the photo metric test report from NPL or any
government or independent NABL approved laboratory with detailed drawing duly
certified by laboratory. The method of
photometric test shall be in accordance with IS – 13383. The tenderer shall furnish the following
data for each item quoted.

SCHEDULE – IV: ELECTRONIC BALLAST
Specification: Electronic ballast confirming to IS- 13022
(Part 1: 1991 with amendment No. 1 and IS: 13022: Part 2: 1991 with amendment
No. 1 & 2). The electronic ballast
shall be suitable for tubular fluorescent lamps confirming to IS: 2418 Part 1:
1997 with amendment 1 to 3 IS: 2418: part 2: 1977 with amendment No. 1and IS:
2418 Part 4 / 1977. The ballast shall
be suitable for assembly on fittings and shall be complete with suitable length
of wire for making connection.

TENDERERS TO NOTE: The ballast shall
satisfy at rated voltage all performance requirements shall work satisfactorily
in the input voltage range of 150 Volt to 270 Volt and shall comply with
additional requirement as noted below.
TYPE TEST: The ballast when used along with
the lamp shall satisfy the following requirements of type test:
a.
The total
power consumption by the electronic ballast along with the lamps of rating 20W
and 40W shall not exceed 20W and 40W respectively and measured by true RMS
power meter and the power factor shall not be less than 0.90.
b.
The lumen
output of standard fluorescent tubular lamps of 36W and 40W rating when
operated with the electronic ballast at rated input voltage should not be less
than 90% of the value obtained when operated with electro- magnetic ballast.
c.
Electro
magnetic interference caused by the electronic ballast should not exceed the
limit prescribed in BN: 55015/IS: 6842-1997 for radiated interferences.
d.
Electronic
ballast shall comply with the main terminal interference voltage limit given in
table 21 A of IS: 6842-1997 (see para 10.5.4.4 and 10.5..5 of ISS).
e.
The open
circuit voltage should be cut off within 30 seconds to ensure safety.
f.
Endurance
test with to shall be 55 degree C.

g.
The ballast
shall meet the limit for current distortion as per table 1 of IS: 13021: part
2: 1991 with amendment No. 1 & 2.
h.
All other
tests as per IS: 13021: Part 1: 1991 with amendment No. 1 and IS: 13021: Part
2: 19191 with amendment No. 1& 2.
ACCETANCE
TEST:
The ballast shall subject to the following
acceptance test during pre despatch
inspection test. Sampling plan for acceptance test shall be as given in table 10 under column (N1+N2) of IS: 1534: Part: 1977 with amendment No. 1 to 4.

resistance and insulation resistance test as per IS:13021: Part 1: 1991 with amendment
No. 1

against electric shocks as per IS: 13021: part 1 : 1991 with amendment No. 1.

strength as per IS: 13021: part 1: 1991 with amendment No. 1.

Circuit
starting conditions as per IS: 13021: Part 2: 1991 with amendment No. 1& 2.

Circuit power
factor as per IS: 13021: part 2: 1991 with amendment No. 1 & 2.

shall not vary by more than 2%.

Burn – in
test on 2% sample, subject to a minimum of 10 numbers at 270 volts 45 degree C
for 4 hours. The ballast shall continue
to perform satisfactorily after the rest.
6. TERMS OF DELIVERY:: F.O.R.
Delhi/ New Delhi. Railway station inclusive of packing
and forwarding. Free delivery for consignee in Delhi/ New
Delhi.
Time of supply. Currently there is no excise duty, However in the event of
becoming leviable the Same will be in the purchaser’s account @ 16% + 2% education cess on Excise Duty i.e.
16.32%.
Time of despatch. The current
rate is

9 Delivery
Period:: Within 12 to 16 Weeks from the date of receipt of order.

ii) That before entertaining any supply order placed by a DDO against
the subject R/C. DDO has to furnish
the following certificate to the firm
:-
a) They are Central Govt
Department drawing funds from Consolidated Fund of India.
b) The
expenditure involved for the purchase has received the sanction of the competent authority
.
c) The funds are available under
the proper head in the sanctioned budget allotment for the year……..
They have been fully authorised by the department concerned to sign the
supply order and incur the liability in respect of the stores being
ordered.
You are, therefore, informed that the certificate as per above
requirement may be obtained from the DDO before entertaining any supply
order.
