ANNEXURE - A

 

ADDITIONAL REQUIREMENT FOR FABRICATION AND INSPECTION OF

 DIAMOND BITS

 

1.         The supplier will declare the sources of procurement of diamonds and make available the documentary evidence regarding the same at the time of inspection of finished diamond bits.  The supplier should furnish a certificate to the effect that the diamonds so procured by them are unused, new adequately processed and selected from natural stone and that the same have been used in the manufacture of diamond bits.

 

2.         For surface set diamond bits and reamer shells of wire line series and of other conventional types including casing shoe bits or any other special group of diamond set tools, the diamonds in the range of upto 110 SPC shall be of following quality:-

 

a)         That the minimum 80% of stores are of specified loading, and that these shall be selected from natural diamonds having round shape properly processed to radius without brittle edges and polished to high degree of surface smoothness, devoid of chipping, distribution, deleterious inclusion and internal cracks which could cause resultant weaknesses.

 

b)         The remaining stones shall be only with permissible internal cracks and rough surfaces which will not be detrimental to the efficient performance of the diamond bits.  The permissible limits will be judged by the specialists of DDO in their petrological lab.

 

3.         Inspection of the offered lots shall be carried out at the firm’s premises by representatives of DGS&D and DDO jointly.  The firm should intimate readiness of stores for inspection sufficiently in advance to both the Inspecting Officers i.e.DGS&D QA Wing and DDOs representative.  Apart from checking the dimensional conformity and other specification aspects,  testing shall be carried out for the quality of diamond used. For this purpose samples will be drawn from the bulk lot offered for inspection as per the sampling scale given below.

Quality of diamond after salvaging in the firms works will be checked in DDO’s Laboratory and DDO’s representative at the time of inspection will ensure that the report from Laboratory is furnished to DQA within 2 weeks to decide acceptance/rejection of lot .

4.         Efficient diamond pattern and distribution having cutting edges effectively oriented and uniformly produced(exposed) shall be ensured by the supplier for best performance.

 

5.         Construction of matrix and its bond with the blank should be sufficiently robust, flawless sound and free from micro cracks or any internal weakness to ensure uniform strength and dynamic stability.  Suitable matrix hardness should be selected between the range of 25 – 30 Rock Well ‘C’ scale for the surface set diamond tools.

 

6.         The supplier will have to furnish a certificate of guarantee valid for 12 months from the date of supply that any item having manufacturing defects of matrix, intra matrix bond, inter-binding between matrix and blank, weakness of matrix due to improper water- ways or any other flaw, overall dimensional precision etc. whatsoever detected during or after their actual use in the fields, will be replaced free by similar items, having no defects.  The decision of the DDO’s in this regard will be bindings.
