The following amendments are made in the provisions of Form DGS&D-1001:

 

 

A.

The  existing  Para 2.2 of DGS&D-1001 will now read as under :-

 

 

2.2

This Rate Contract will be operated by the Indentors of the  Central Govt.   to be called as the Direct Demanding Officers (DDOs.) in addition to the Officers                                                        of the DGS&D.  There will not be a separate list of DDOs specifying particulars / Ministry / Department of an Indentor of the Central Govt. as a DDO for operating DGS&D Rae             Contracts.  It would be sufficient if the supply order placed by any Central Govt. Ministry, Department or the office of the Central Govt. contain an Undertaking to the effect that the authority placing the supply order is a Central Govt. Department / Office.

 

 

B.

Add the following after clause 3. 1. as Clause 3.1.1.

The Supply order placed by the DDOs in DGS&D Form No.131 may also Include an indication with regard to the availability of funds and also carry the following Financial Certificate :-

Clause – 24  :   REVOCATION/CANCELLATION OF RATE CONTRACT :-

Since the R/C is a standing offer and is merely a document embodying various terms of the standing offer made by the contractor for acceptance by the Purchaser either party viz. R/C holder  /Purchaser can legally revoke /cancel the Rate Contract at any time during the currency of the Rate Contract giving a notice of 45 days.  The revocation of Rate Contract on the part of the R/C holder shall take effect 45 days from the date of communication of revocation is received by the purchaser.  The cancellation of the Rate Contract by the Purchaser shall take effect 45 days from the date of issue of letter notifying the short closure.

  TECHNICAL REQUIREMENTS FOR DOWN THE HOLE DRILL BITS              (ANNEXURE- A)

1.

Button bits of size 105 mm (4-1/8”), 115 mm (4-1’2”), 152 mm (6”), 165 mm (6-1/2”), 203 mm (8”) and 215 mm (8-1/2”) placed in a geometrical pattern for maximum rock fracture so as to provide higher penetration rate and extended bit life with reduced sharpening of bits with minimum gauge wear.

2.

Button bits shall be suitable for use in down the hole pneumatic hammers for water well drilling in hard rock formation with drilling rigs generally conforming to IS:11830 (Part 1) 91 or IS:11830 (Part 2) 89, the tenderers shall declare the data as per Annexure II enclosed, failing which their offer shall be ignored.

3.

Button bits shall be compatible with different popular models of hammer as shown in Table-I.

4.

Hardness: At shank 50 to 65 HRC, At core 40 to 45 HRC.

5.

Button bits shall be fitted with adequate no. of Tungsten Carbide Tips.  The no. of TC tips provided shall be declared by the tenderer, however, the recommended material of DTH Button bits shall be EN-36 with the hardness mentioned above.

6.

Material specification used for the manufacture of bits shall also be declared.

7.

Guarantee: A minimum drilling depth of 300 meters per bit in hard rock formation shall be guaranteed, for this purpose, records maintained in the Log Book of the consignee shall form the basis.

8.

The manufacturer will indicate the re-grinding procedure/instructions.

9.

Tenderers shall furnish the drawing/design of bits, clearly highlighting the basic parameter i.e., type and profile of spline, shank size.  Foot valve suitable for valeless hammer of valved hammer with adequate number of tungsten carbide buttons.

10.

Along with their offers, the tenderers shall submit a satisfactory Performance Certificate either by OEM or by Govt. bulk users.

 

The supplier should be solely responsible to ensure the total compatibility of the equipment with O.E.M. which should be identical.

 

If it is established that the material used or the construction is not similar to OEM, contractor should be liable for free replacement of the equipment.

ANNEXURE-C

TECHNICAL SPECIFICATIONS

 

Button Bit bodies are made from High Quality Special Alloy Steel Forgings.  The bit bodies are Heat Treated for high resistance and abrasion and wear and also to withstand high degree of repeated stresses, impact load fatigue that are encountered during drilling in different formations.

 

High Quality (Pre-tested and certified at Manufacturer’s works Tungston Carbide Buttons (inserts) are procured from reputed manufacturers.  The Buttons are ground to close tolerances and are hydraulically pre-fitted, maintaining proper interferences.  The properties/grade of Tungston Carbide Buttons are so choosen as to provide for maximum drilling life, in accordance with the formation drilled.

 

The placement of Buttons on the face and guage allows full coverage of Button Bit Diameter and face.  The location and placement of flushing grooves and holes ensure maximum flushing efficiency for better overall drilling economy.

HEAT TREATMENT PROCEDURE FOR BUTTON BITS

 

1.

Stress relieving after machining, flushing holes drilling and Milling operations.

 

 

2.

Gas Cynade salt bath carbusising to case depth of minimum 1.5 mm with .75% to .85% carbon potential.

 

 

3.

Cooled to room temperature in closed pit.

 

 

4.

Skin cutting of carburized face and guage button areas to required depth.

 

 

5.

Heated to 820º C temperature in neutral salt bath with 2 hour soaking time and quenched in oil at 40º to 60º.

 

 

6.

Hardness checked for desired values i.e. 55 to 60 H.R.C. on shank (body) and 37 to 43 H.R.C. on core (Face).

 

 

7.

Tempering carried out for a period of 4 to 6 hours at 100 to 180º C.

 

 

8.

Random check carried out on the Button Bit bodies for detecting quench cracks with the help of magnaflux magnatec particle inspection and Ultrasonic test with Micro scan Ex 10 Flow detector, with microprocessor controller.
